In Tallahassee, most everyone agrees Florida's property tax system has to change. They point to system disparities. For example, some homeowners pay minimal taxes because of the Save Our Homes cap, yet there are no caps for new residents and businesses.

There are many different proposals aiming to bring the system back into balance and they're all expected to be debated in the Florida House this week. WUSF's John Sepulvado is reporting on three competing plans this week, and he begins with the plan by House Republicans.
