Property taxes are unbalanced, say House Democrats. They say their plan provides a middle ground between the Republicans' plan and the proposal put forth by the Florida Association of Counties. The Republican plan, for example, would make the Save Our Homes tax cap portable, the counties claim that would be unconstitutional.

The Democrats have created what they call 'Super-exemptions' which seek to deliver significant tax relief to a wider range of taxpayers.
