Gov. Crist says he does not expect serious opposition from utilities in Florida, where much of the electricity is produced by carbon-emitting coal. State regulators have recently rejected two proposals for coal-fired plants.

And Sen. Bill Nelson wants to cast aside federal roadblocks to state's abilities to control emissions.

He filed legislation to allow states to set their own emission standards - as long as they're tougher than the federal Clean Air Act. Nelson's bill would force federal environmental officials to review California's groundbreaking emission standards - which Gov. Crist wants Florida to adopt.
