Several years ago, the economist Richard Florida coined the phrase the "Creative Class" to describe the artists, musicians, engineers, entrepreneurs and others who become "urban pioneers" revitalizing blighted areas. Florida maintains that when this class moves into a neighborhood, other businesses and residents follow, enhancing the quality of life for the entire city.
