Most of Florida's proposed constitutional amendments failed Tuesday, but voters approved two amendments that try to prevent gerrymandered districts.

With 79 percent of the vote counted, Putnam led former Tallahassee Mayor Scott Maddox 57 percent to 37 percent.

About two-thirds of voters rejected Amendment Four, also known as Hometown Democracy.

The amendment would have put more restrictions on the development of local government land development.
